Dr. CAI Fei is currently the director of the Division of Family Development in the Department of Family Development of National Health and Family Planning Commission (NHFPC), People’s Republic of China.

From 2002 to 2013, Dr. CAI worked in the Department of Information, Education and Communication of National Population and Family Planning commission (NPFPC). She earned a PhD in economics from Renmin University of China, graduated from Jilin University with Master of Laws and Bachelor of Arts. She has the specialty of Population, Resources and Environmental Economics, and has mastered comprehensive expertise in demography, sociology, economics and strategy. She published Rising Sex Ratio at Birth in China: Situation, Causes and Solution in 2011.

Since 2002, as the project officer of the NPFPC, Dr. CAI engaged in and implemented population and family-focused policies, programs, projects, and services at national and local levels, and she has very strong operation experience and organization coordination and management ability.
