Mr. Mohammad Iqbal
 

Mohammad Iqbal joined Bangladesh Civil Service (Administration) Cadre in January 1986. Since then he has been working in various capacities both in and out of Government. His work includes assignments in staff, command and instruction spreading over a number of geographical locations including Chittagong Hill Tracts. Areas of work experience covers Secretariat and field administration, Narcotics Control, Urban Primary Health Care, Female Secondary Education, Child protection, Old Age protection, Disability, Voluntary Organization, Local Government Institutions, Border management and Modernization of Land Administration and Strengthening Electoral Process in Bangladesh.

He did his LL.M with LL.B with Hon’s from University of Dhaka in 1979 and also Graduate Certificate in Applied Sciences (IT) from the Charles Stuart University, Australia in 1998.

He joined NIPORT in November 2013 as Director General and prior to that, he was Director General of Department of Narcotic Control and a host of organization and projects in and out of government. The Organization includes Ministries of Public Administration, Social Welfare, Housing and Public Works and Department of Land Records and Surveys. Besides he worked as: (i) Deputy Program Director on lien at EU funded PROMOTE Project; (ii) as Project Implementation Specialist on lien in UNDP Funded Strengthening Electoral Process project; and (iii) as National Project Director in Second Urban Primary Health Care Project.

He attended as guest speaker in various training institutions including Bangladesh Public Administration Training Centre, BCS Administration Academy, Legal Education Training Institute of Bangladesh Bar Council, Judicial Administration Training Institute, Police Staff College, Academy for Planning and Development and Land Administration Training Centre.
He worked on Lien with several development partners namely UNDP (Reform of electoral process) and EU (Female Secondary Education reform). Also he has worked full-time on deputation as Project Director of multi-donor (DFID, ADB, SIDA, UNFPA and ORBIS International) UPHCPII project, and part-time with just concluded UNDP supported ARISE project and UNICEF funded PCAR.

Worked as a member of team to write History of Kishoreganj. Led four research initiatives in partial fulfillment of MATT, ACAD and SSC courses at BPATC, Savar. The title of researches was a) Introducing a Standard practice and Procedure for periodic Revision of Organogram and Table of Organization and Equipment (TO&E) for Public Offices: Pilot case in Ministry of Public Administration (2012), b) Jatiya Sangsad and The State of Delegated Legislation in Bangladesh: 1971 - 2006 (2010) c) “Organizing Effective Support Services to the Floating Urban Poor (Vagrants): Pilot Project at Mirpur Reception Centre, Department of Social Services (DSS)” (2008), and d) GO-NGO Interface for Sustainable Child Protection Services for Children At Risk (2008).
