Naoyuki Kobayashi is Deputy Director-General, Human Development Department, Japan International Cooperation Agency (JICA). He oversees JICA’s official development assistance programs in the health sector for the Asia-Pacific and Latin American regions.

Previously, he served as Director for the Maternal and Child Health Division and led his team to execute JICA’s MNCH and reproductive health programs for all regions. As for his overseas assignment, he served as a deputy resident representative at the JICA Afghanistan Office and as an assistant resident representative in Egypt. He worked also for UNDP as program adviser to increase collaboration between the UN and Japan.
